  • Registration of Interest (ROI) for Bina Harbour Tuna Processing Plant Project (BHTPP) in Solomon Islands Open Date: Friday, 21 January 2022 5:30 PM (Pacific/Auckland UTC+13:00) Close Date: Monday, 7 March 2022 11:00 AM (Pacific/Auckland UTC+13:00) Tender Type: Registration of Interest (ROI) Tender Coverage: Sole Agency Regions: International Required Pre-qualifications: None Overview: MFAT, with the support of the Solomon Islands Government (SIG), is formally engaging with the market in order to identify a Managing Service Contractor (MSC) for the Bina Harbour Project Management Office (PMO) for the Bina Harbour Tuna Processing Plant Project (BHTPP) in Solomon Islands. The development of the port infrastructure, processing plant and equipment is expected to cost approximately USD92m, with an additional supporting infrastructure cost of approximately USD45m. The MSC contract is expected to run at least five years, subject to satisfactory performance and ongoing project support. The PMO will be based in Solomon Islands and will provide the technical expertise, dedicated focus, and drive to maintain the growing momentum around the BHTPP. It will develop a clear project delivery plan, mobilise technical expertise at the right times, and ensure that that SIG, development partners, private sector investors and traditional rights holders are consulted, engaged, and invested to achieve the vision of an operational tuna port and tuna processing plant, which will catalyse the further economic development of Malaita. The MSC will recruit personnel to fulfil core project management, procurement, financial management and safeguarding roles within the PMO. The PMO will be responsible for project planning, site investigations, concept design, cost estimation, detailed design, tender management and construction supervision among other services. While some deliverables will be completed by the core PMO team, the PMO will sub-contract technical studies and other professional services. Sub-contracting of Solomon Island-based suppliers is favoured where suitable capacity exists. The MSC must be registered as a business in Solomon Islands, or willing to obtain such registration. Over the long term, the PMO will be central to the achievement of outcomes including the BHTPP providing economic and employment opportunities for Malaita, particularly for women and youth; contributing to Solomon Islands and Malaita Provincial Government (MPG) finances; and development of a climate resilient Bina Harbour commercial and industrial precinct.
