• Request for Proposals (RFP) for Independent Cost Management Services - Sludge Minimisation Project Open Date: Friday, 21 January 2022 12:00 PM (Pacific/Auckland UTC+13:00) Close Date: Tuesday, 15 February 2022 12:00 PM (Pacific/Auckland UTC+13:00) Tender Type: Request for Proposals (RFP) Tender Coverage: Sole Agency Regions: New Zealand Required Pre-qualifications: None Overview: Wellington City Council requires a fundamental change in the management of sewage sludge, to allow it to be ‘de-coupled- from the existing disposal to the Southern Landfill. Sewage sludge is produced as a by-product from Wellington City-s two wastewater treatment plants (WWTPs) at Moa Point and Karori (also known as the Western WWTP) and is currently dewatered to remove some water content before disposal at the Southern Landfill. The current volume and composition of the sludge is a significant inhibitor to enabling waste minimisation efforts in Wellington City, because so much solid waste is needed to mix with the sludge in its current form. By changing this, waste minimisation initiatives can be implemented, which reduces the amount of solid waste sent to Southern Landfill. This in turn has the potential to reduce carbon emissions from solid waste management in Wellington City. A preferred process and site option has been selected, which is a thermal hydrolysis, digestion and thermal drying plant located at Moa Point. This plant involves the integration of internationally sourced plant and equipment into an integrated process system, together with complex civil structures, to be installed within a constrained site. The project is technically complex, and no similar plant has been delivered in New Zealand to date. Currently the project is in the early stages of preliminary design. The designers for the preliminary design are Beca with their key international sub-contractor, Black and Veatch, providing process design. As part of the preliminary design process, WCC wish to update project cost estimates to incorporate changes in scope, escalation and the like, which have occurred since the last project estimate was undertaken in 2021. WCC are proposing to engage a Head Contractor to participate in Early Contractor Involvement (ECI) so that they can provide input into the design process, support the identification and appropriate allocation of risk, and support a collaborative working partnership. The procurement of the Head Contactor is anticipated to take place from January to April 2022. Due to the technical complexity and unfamiliar process, Wellington City Council seeks the services of a suitably qualified professional services supplier to provide Independent Cost Management services. We want to take a proactive and flexible approach to cost management for this project.
