MFAT intends to continue these services and have chosen to improve the effectiveness, diversity, and approach of the previous panel via open-market sourcing. The Monitoring, Evaluation, Research, and Learning (MERL) Services Panel (the Panel) will allow the Ministry of Foreign Affairs and Trade (MFAT) to access a wide range of consultancy and advisory services for New Zealand-s humanitarian, development, and diplomatic engagement. These services strengthen MFAT-s decision-making and policy development, contribute to our learning, and improve our transparency and accountability. The Panel will be broken into two main groups, a Strategic Supplier Panel and a Specialist Supplier Panel. The Strategic Supplier Panel will be a small group of suppliers that will work closely and build ongoing relationships with MFAT. The Specialist Suppliers Panel is a large and open list, with suppliers able to apply at any time, with periodic intakes.
