The SSBC is to be consistent with Waka Kotahi-s business case guidelines, whilst recognising the client-s own business case requirements. A list of infill signalling priorities has been established and needs to be validated. A key problem / opportunity for the business case to assess is the recommended approach to be taken to balise investment given the intended upgrade to ETSC2. Options to be considered should include the ‘do nothing- scenario, short-life investment in balise technology, do minimum balise investment until the ETCS2 upgrade, acceleration of the ETCS2 upgrade. KiwiRail require the following skillsets, experience, and deliverables for this Infill Signalling Single-Stage Business Case requirement:  Dedicated capacity to work with KiwiRail to support timely and efficient delivery.  Quality, strategic thinking consultants, who have rail capabilities.  Proven ability to work collaboratively with KiwiRail and our key stakeholders.  Proven ability to develop and deliver robust Single Stage Business Cases (SSBCs), to streamline the NZTA funding process.  Familiarity with the Waka Kotahi business case process and with have a track record in delivering business cases in that format.
