Tender Type: Request for Tenders (RFT). Region: Wellington Overview: Masterton, Carterton, South Wairarapa and Tararua District Councils, together with Rangitane and Ngati Kahungunu, have agreed to establish a water services organisation (WSO) to deliver water services to the region. A programme has been established, led by a programme director, to manage the establishment of the organisation and manage the transition from councils. The water services organisation (WSO) will be a three-waters organisation, delivering drinking water, wastewater, and stormwater services to approximately 25,000 connections. Through this procurement process, we are seeking a supplier to review and collate information from the various current council asset management plans, to assess the quality of what exists today relative to good practise and then use that information and other available data to create the basic planning building blocks required in the modern regulated water environment. The work has 4 parts. 1. Assessing the maturity (quality and effectiveness) of the asset management practices behind the existing council water Asset Management Plans (AMPs) and completing a gap analysis versus good practice. 2. Using existing data from various sources to create an initial set of merged plans (a Strategic Asset Management Plan (SAMP), an Asset Management Plan (AMP), and an Investment and Delivery Plan (IDP)) for the new organisation. 3. To collate a future capital investment programme for the new organisation through 2034 based off the plans set out in item 2 above. 4.
