Region: Canterbury Overview: Timaru District Council (TDC) has initiated an upgrade of the Claremont Water Treatment Plant (WTP) to improve the resilience and flexibility of the Timaru water supply. The existing Claremont WTP comprises two large reservoirs (113 ML each), one for raw (untreated) water and the other for treated water, an ozone disinfection plant, pH correction, and chlorination. The Claremont WTP is supplied from two water sources: surface water from the Pareora River intake, and an infiltration gallery from the Opihi River. Both sources can become turbid during wet weather events. The current WTP is unable to treat turbid water, as there is currently no process in place for removing turbidity. To meet the drinking water rules when the turbidity of the raw water is poor, an operating regime of selective abstraction from the sources is used, and the large amount of storage available is utilised. There have been several occasions when weather and other circumstances have made both source waters unsuitable to take for extended periods, which has drawn down the storage reservoirs to critically low levels. The current ozone plant at the WTP is also nearing the end of its useful life. It is proposed to upgrade the Claremont WTP by constructing a 30 MLD (expandable to 40 MLD) membrane filtration (MF) plant, UV disinfection, along with new pH correction and chlorine disinfection. New treated water storage is also proposed. This will provide a multi-barrier treatment that demonstrates a high standard of care and a preventative risk management approach.
